The first sale of a newly built dwelling is zero-rated. Developers charge no VAT but reclaim input VAT on construction costs. The property must be new build, not a conversion.

S106 obligations including affordable housing and infrastructure contributions are development costs allocated across the scheme. They reduce project profitability and must be factored into viability assessments from planning stage.

CIL is a fixed charge per square metre on new development. It funds infrastructure and is payable alongside S106 obligations. Liability is triggered when planning permission is granted.
